Has everyone seen this? Do you really think anyone will ever manage to standardise such a thing as a universal carry on bag size?

I measured it before I went and it complied with the 56 x 45 x 25cm requirements (was very close on the 45cm but the others well clear). When I got the airport to check in the size gauge it wasn't even close to fitting in. Do the size gauges bear any resemblance to the sizes given? This smacks of a money making scheme after all how many people take a tape measure with them? (Well, I have in the past but it was for work.)
In the end my luggage wasn't questioned but I was ready for a fight!
