So this may not be news to the seasoned traveller, but I noticed a 'life hack' on Facebook which mentioned on an aisle seat, the aisle facing arm rest which on nearly all flights is static can be moved. If one reaches under the arm rest towards the join with the actual seat, there is a release button. This then allows the arm rest to pivot upwards.

Tried this on a little red flight yesterday.... Amazing! No more awkward movements to get out of the seat and plenty more room offered!

Again, this may not be news... But made my day yesterday.
Now apparently, there is a thing called sliced bread which I need to look into! :D

That's a great tip - it's always really annoyed me that this wasn't possible.

I've stuck a reminder in my phone to tell me that when I arrive at the airport next.

The purpose for this is to allow passengers with reduced mobility (PRM) to be able to get in and out of their seat on the ground.

As for use while in the air? I'm not sure it is allowed nor encouraged for safety reasons apart from again allowing PRM's to be able to get out..
I mean if you are going to spill over ): into the aisle you may be a trip / hazard for other pax (even more so on a night flight). I know same could be said for feet in the aisle etc, however it would be interesting to see how easy it would be to move around if everyone had no aisle arm rest!

As for PE - middle seats don't go up unfortunately. Some aisle arm rests do lift up - but again for use to allow PRM's to be assisted into their seat.
