BA baggage changes - VS to follow suit?

BA have finally confirmed one of their worst kept secrets and revealed the new baggage allowances that will be introduced from July. Many of BA's frequent flyers are clearly very unimpressed by this as shown in this Flyertalk thread

Seems BA are trying to shift a lot of the blame on H&S Regs and brings them more in line with VS and other carriers by going to 2 x 23kg on North American/Nigerian routes.

VS have, in recent times, followed BA's lead on issues like this like one of the Pied Piper's Rats (although surprisingly pre-empted them by going 2 x 23kg several months ago). Do you envisage VS going the full hog this time round and matching BA kilo for kilo? Do you think these H&S Regs that BA are hiding behind will catch up with VS?
