Assuming you want to be at Stansted 2 hours ahead of take off for check in then I would suggest that you need to give yourself at least 3 hours travelling time - so I would leave at 1030 at the latest - better to arrive early and relaxed than in a blind panic running late.

Three hours? It's less than 40 miles and http://www.theaa.com suggests it'll take 1'15". So 2 hours would seem to be all that was needed?

Both the A406 and M11 have moments of total meltdown so I would err on the side of caution.

As Oxmatt suggests the roads to Stanstead from the centre of London are a little unpredictable. You could always take a cab to Liverpool Street station and catch the Stanstead Express directly into the terminal, you then only have to allow an hour or so.
