Has the gifting miles on the website ever worked or just recently stopped working.
I thought I saw a post on this recently but cannot seem to see it today.

This thread by David Doyle discussed the unavailability of gifting miles, and also about the reduction of miles you are able to buy. It seems no further info has been forth coming on when the situation might be resolved.
