I live near an American base and so there are a lot of Americans living in houses on my estate, what I want to know is from any Americans on here, is why have so many houses got tin foil type stuff stuck to the windows, is there a reson for this I should know?

Maybe for the same reason they love their helmets (double entendre deliberate of course)

US forces overseas don't get a curtain allowance... ?
Pretty much it as far as I know...it is the cheap way of blocking out the window...remember US troop = US pay, with the exchange rate the lower ranked families may be having $$ issues..just a guess on my part btw.
I would assume that silver foil on windows has the same effect on windows as it does behind radiators i.e. it reflects heat. It is obviously much better at insulating against heat loss than curtains so in reality it probably makes sense to put it on windows.
Now why it should be particularly prevalent on US army bases I would not like to guess - maybe they were based in Nebraska on their last post and are a little more savvy about keeping warm.

Seems odd to see it on so many houses the average price being £400K which is a lot of house up norf, they do have central heating, I thought it might be some way of stopping wifi theives or something, or prehaps they were expecting radiation, lol.
