Tucked away in an article about the CEO of Heathrow resigning yesterday (or throwing in the towel after declaring the airport to be held together by rubber bands) was a snippet on the meeting yesterday between Mr's Walsh, Ridgeway and others with Ruth Kelly, the transport minister. Apparently the government will allow hand baggage to go back to two bags per person ... but only if the airports can guarantee it won't affect security delays. The Guardian suggested this won't be till at least the end of the summer travel peak.

The cynic in me adds, some hope that BAA actually manage to get all security channels working and speed things through, so this probably means never.

Surely it was his responsibility to ensure things at LHR didn't get that bad!?!?!

I wouldn't hold my breath for the second bag as currently they cannot manage with just one, although some blame lies with passengers who think the liquid restrictions are optional.
