Although the political voting is truly horrendous it does not always produce Eastern European winners (in the accepted sense of the term).
The last ten years have provided winners from Sweden, Denmark, Finland, Greece and Turkey - all sort of in the East. Admittedly the dominance of Eastern Bloc countries in the last few years is depressing but probably lends itself to the expansion of the EU and the dispersal of Eastern Europeans - all of whom are keen to vote for their homelands and as relative newcomers to the competition look on it as a way to wave the flag and be patriotic. - look and see who the UK has voted for in the last couple of years and you'll see what I mean.
Generally the big Western European countries do bad with Spain, France, Germany and the UK almost always finishing in the lower half of the table. This is probably due to the general apathy of the natives of these countries. The last time the UK made the top 10 was in 2002 when Jessica Garlick finished joint 3rd.
