If it's domestic baggage reclaim, then it's not so surprising.
Sky News are now reporting it was in the "Meet & Greet" of international arrival.
A BMI flight landed 4 mins after the attack, however a BA flight landed at 15.46 local, about 45 mins before the attack. Hope it was a slow disembarkment...

Arrivals did not seem at all secure last time I went through.
A very crowded area where tour groups gather with guides.
Very hard to see how it could be made secure - same as at any airport, or indeed at any transport arrival facility.

My immediate thoughts were the same as tonty's - hope there's no knee-jerk reaction to this by the good folks in the US.... 

Sad news, thoughts are with all those involved.
A purple boarding card, pre-booked cowshed treatment, glass of T10 with lime, a proper amenity kit, packet of polos and a Freedom Menu please!
