I was looking for something else and came across this on the Customs & Border Patrol website.

It is historical 'wait time' data for a number of airports and shows the minimum, average and maximum processing times for each hour of the day.

The flight processing time is the length of time from flight arrival to the time the last passenger on the flight is screened by CBP officers in the primary processing area.

(note - if you get a little error message window after you have selected airport and terminal just clear it and you then move on to the screen where you select which month)

handy for working out busier times (like at JFK for example) however i wonder how they work out if you were first off from UC or last in EC.that alone can make an hours difference

They say its the whole flight time, i.e. worst case:
"The term "wait time", as used to describe the delays experienced by individual flights arriving at international airports, does not represent the average delay experienced by all travelers. It represents the total flight processing time from arrival to the time the last passenger completes screening at the primary inspection area. It is the longest time that any passenger on a given flight had to wait. The average passenger on the flight would have a shorter wait and the first passenger off the plane will typically be processed in a fraction of the wait time shown below. "

Ha ha, very amusing! We waited 3 hrs 10 minutes to clear border control in September, missed connecting flight to Milwaukee, cost UK pounds 250 which we could not reclaim, elderly couple stood next to us were near collapse, will never use Chicago O'Hare again - not good for amassing those tourist dollars which are badly needed!
