It's usually conspiracy or cock-up and given that this is VS I'd go for the latter!

Until the new Upper seats are ready, tested and approved I don't think the remaining 8 A330's will arrive. It has always been stated that all but the first 2 would be in a 3-class config.

That was the talk at the time - the compensation payment covered the deposit on the A330s. I think they probably had the intention of bringing them into the fleet but didn't fully consider the practicalities of getting the current UCS into it, and TBH I can't see the new UCS being anywhere near ready for service.

China Airlines today took delivery of the first of 2 new A330-300s from Airbus, the other will follow in a couple of weeks. If we assume these will replace the VS borrowed A330s then I guess sooner rather than later they'll be heading back home.
