Depends on budget -- I'd go to Venetian (Pallazzo is nicer but would add a 5 min walk), or Bellagio - both nice rooms, both reasonably walkable to Cesars. That or Mirage, which is right next door. Bellagio has an indoor walkway for most of way. All of these bar Mirage are the pricier options. Personally I'd avoid anything not mentioned here.
Basically if I was feeling lazy I'd be choosing the Bellagio, but for me, the rooms are similar priced at Palazzo, and I prefer that myself.
The stag do I'm on next week is at the Exclaibur. I hate to think what my £50 for the weekend room will be like, but the positives are I'll only be sleeping there.

I've walked from the Cosmopolitan to the Venetian and it's a good 30 minutes, but as you say, Caesar's is easier and has the advantage of being on the same side of the strip!
There's a plane at JFK, to fly you back from far away

Another vote for the Cosmo. I stayed in a wraparound suite earlier this year and book the same again for January. The cheapest place to book seems to be http://www.lowcostusa.co.uk.
