Firstly there is no ILS so this would have been a visual approach at night. What is shocking is that clearly the crew did not look at any of the charts to familiarise themselves with the layout of McConnell.
Here is the ATC from the evening. The ATC should take some responsibility for this no doubt. The best bit is that they initially thought they had landed at Beach Airport not Jabara (as they did) or McConnell as they should have! Its amazing how long it takes them to ascertain which airport they are actually at!

The aircraft didn't need to be offloaded or drained of fuel at all. Flew out at Noon local time.
As an aside this reminded me of that Taca, I think, plane that landed on a levy at MSY!
