what are the best ucs seats on vs 19 upstairs or down stair

What class are you flying on HP? If you are flying in economy, then there are no tier points as it is <2K miles.

I personally dont like sitting upstairs in UCS on the B744's - UCS seats 'seem' narrower (not actually sure if they are though) and the extra few inches you get in the length of the bed up there is not noticable. Also the overhead bins are smaller upstairs and if you bag wont fit it has to go in the bag storage area right at the back of PE next to the stairs.
