The CAA isn't the ultimate arbiter though. They merely offer a mediation service between airlines and passengers. You remain entitled if dissatisfied to pursue the matter through the small claims track of the County Court (via MCOL).
But your chances of getting anything are vastly reduced when the CAA agrees with the airline.

It shouldn't be, but it's not hard to see a county court judge being influenced by it.
Was the CAA's view expressed before or after the Court of Appeal's judgment in the Jet2 case was handed down? It seems difficult to reconcile what you describe with it.

In June the CAA admitted to basically giving the wrong advice to lots of people though they call it a clarification

Woohoo, just awoke at midday (I'm on nights this week) to find a letter from VS inside the front door, and low and behold there was a cheque inside for £475 following my cancelled flight back in September 2013, better late than never I suppose y)

There's so much I should do with it but the road to Hell is paved with good intentions so I'll probably spend it on dinner in Vegas one night or go Heliboarding when I'm in Canada next year ):

Good news, I re-submitted mine in July, I guess with the new rulings this could be an expensive Christmas for VS

It's come as a complete surprise actually. Didn't think it would be that easy as I only re-submitted my claim 1 week ago, though I did use the official VS EU 261/2004 claim form found on the VS website here (once you download the PDF claim form via the link on that page, do make sure you send it to the correct postal address as there are 2 different ones on that form).

LOL, well done VS, left hand meet right hand......so a second cheque has arrived today for the same VS75 flight disruption on 28th Dec 2013 (which I won't be cashing BTW).
