If you want them in your account then, yes, there is a fee to pay.
You can however book a flight in your name using your parents miles from there account. They just need to make your an authorised user on their account.

Correct. It costs to transfer however they can give you permission to use their miles as you please. Just call the VS Flying Club line when you're all together

Just bear in mind the expiry date on their miles if they have not done any earning activity on them.

It is such a shame that Virgin seem it acceptable to charge you to donate something that you have had to pay for anyway!

You haven't paid for the miles though, Virgin have given them to you when you bought a flight. You are paying to travel from A to B on certain dates, not for air miles.
