Yes. All seats in all cabins on all VS long haul aircraft fully recline, despite what Seatguru and others may suggest.

Row 19 is my choice in PE.
I did it a couple of years ago and we were first off the plane.
Straight through immigration.
That was on a Gatwick flight, but the plane is the same.
