As most things with passports are done by international agreement which take time to work through there is nothing they can really suddenly decide without upsetting a lot of countries and visitors. They couldn't suddenly demand that all visitor passports had to have additional information in them for example.
But issues like Visas or estas etc they can basically do what they like
