I'm not sure I follow your deduction.

There's at least 7 empty seats in Upper. Neither PE nor E is full so none of them will be required for op-ups.

If you subscribe to the BA model then you protect your revenue by making people pay for the class they fly. No Avios upgrades on the day, only airport upgrades for cash and these are targeted so not everyone will get the offer.

If you subscribe to the VS model then if you have the opportunity to get something for seats that would otherwise go empty then take it (within reason). Paid upgrades are available to anyone who asks and more often than not you can use miles too.

I see merit on both approaches but what it means for us is that you should ask at the ticketing counter, you might get a pleasant surprise.

I'm in the "it doesn't hurt to ask" camp, but be prepared for a no (IE no G's released - just because there are unsold upper tickets, it doesn't mean they will all be released) and make sure your p/e ticket isn't a K or you'll have to upgrade that with cash first then miles if there is a G available.

All rules can go out the window at the airport but then again they might not.

When there's no mileage seats available, the cash upgrade price can be eye opening.

Good luck.
