"carrier imposed surcharges" refunded from cancelled tix?

Hi all, cancelled Covid tickets: I understand govt taxes are refunded, not the 'base fare' but are the "Carrier -imposed surcharge" costs refunded? They are near double the base fare on our Ec tickets!

Makes a difference on whether to cancel or rebook random dates.

If VS have cancelled the flight then you get everything back.
