Both reports suggest that the victim ( a person who "worked inside the casino") was the intended target of the explosive device and that this was not a terrorist act.
Far too early to speculate on motive at this stage.

Seems to be a habit of ours when taking holidays. Bombs in India 2 weeks before we arrived last year, hurricaine in Barbados 3 days into our holiday before that.
